How to Turn a 90-Page Budget Into a Page People Can Actually Read

The adopted budget is one of the most searched, least readable documents on any government website. Here is how to convert a long PDF into an accessible WordPress page without retyping a single table.

A 90-page budget PDF is the perfect conversion candidate: high traffic, dense with tables, and something residents genuinely try to read. This walkthrough uses PDF to WordPress Page, but the workflow applies to any converter worth using.

1Step 1: Pick the Document and Check the Source

Start with a digitally generated PDF if you have one; it carries a real text layer and converts cleanly. If your only copy is a scan, run OCR first so there is text to extract. A budget exported from a spreadsheet or finance system is usually the best case: clean tables, consistent headings, predictable structure.

2Step 2: Let the Converter Map Structure to Blocks

Nothing gets dumped into a raw HTML block. Each region of the document becomes the native Gutenberg block that matches it, with heading levels inferred from the heading hierarchy already in the document:

How budget PDF elements map to Gutenberg blocks
In the PDFBecomes
Document titlecore/heading (h1)
Section headingscore/heading (h2 to h4)
Body paragraphscore/paragraph
Fund and line-item tablescore/table with header scope
Charts and imagescore/image with alt text
The original budget filecore/file (download)

3Step 3: Review What the Engine Flags

A good converter does not guess when it is unsure. It flags the parts that need a human, so you approve rather than proofread the whole thing. On a budget, the usual flags are:

Alt text for every chart and figure, because a revenue pie chart needs a written summary, not a filename
Complex tables with merged cells, which may read better split into two simple tables
Multi-column pages, so the reading order matches how a person would read it

4Step 4: Publish the Page, Keep the File

The converter creates a draft page with a clean URL like /budget/fy-2026/ and attaches the original PDF as a download. Residents get a searchable, mobile-friendly page that passes WCAG 2.1 AA, and anyone who wants the exact file still has it. Set a redirect from the old PDF URL to the new page so existing links keep working.

5Step 5: Make Next Year a Non-Event

Once the budget lives as a page, the FY2027 update is an inline edit by the finance team, not a re-export, re-tag, re-upload cycle. And with the PDF Accessibility Remediator plugin gating new uploads, the next big document cannot quietly land as an untagged file.
