Drupal gives you more than one right answer for rebuilding a document. Paragraphs, Layout Builder, and CKEditor 5 HTML each fit a different kind of content. Here is how to choose without regretting it in two years.
All three can be fully accessible. A heading is an h1, a table has header scope, images carry alt text, regardless of which model holds them. 1Match the Model to the Document
Paragraphs
Use when: Most documents. Reports, policies, guides, FAQs.
Structured, field-level editing. Each section is a discrete Paragraph an editor can reorder or update without touching the rest. The most maintainable default.
Layout Builder
Use when: Documents with genuine multi-column or landing-page layout.
Real layout regions and sections. Use it when the source page is not linear and the arrangement carries meaning, not just for a body of text.
CKEditor 5 HTML
Use when: Short, simple documents that belong in one rich-text field.
Filtered semantic HTML in the body. Least structured, but perfectly fine for a one-page notice or memo you will rarely edit.
2The Maintenance Question That Decides It
Ask one thing: how will this page change over time? A budget that gets a new edition every year wants Paragraphs, so finance can update a table without rebuilding the page. A one-time public notice wants CKEditor 5 HTML. A departmental landing page assembled from distinct panels wants Layout Builder.

3One Accessibility Caveat for Layout Builder
Layout Builder is the one model where you can accidentally break heading order, because each component chooses its own heading level in isolation. Assemble several and you can end up with a skipped level or two h1s on one page. It is still fully capable of being accessible; it just needs a check.
